When repairing most things you can repair them while they are being worn. Jewelry must be taken off (Jewelry as in Ring/Brace) before you can repair them - this is not true for general armor, weapons, etc
Its inconsistent, not sure if its intended that way or not.. Also for reporting reasons - Using tinker tools on glasses can be done while being worn, so far just seems Brace/Ring have to be in backpack where as other items do not.
