FIXED Bounty Hunter quest #Breakage

To break Bounty Hunter pirate spawn so No One can catch pirates in that area ever again.

Steps:

• accept quest from npc
• go capture pirate with rope & sink pirate ship.
• now pirate yellow on your boat
• abandon ship at harbor master context menu
• Boom! all done, no more pirate spawn!
• Pirate now floating in water for eternity,
  as a trophy for all you're hard work!
