Not A Bug Frenzied Whirlwind not working properly on players

In monsters the skill works properly, but if you target players it makes nothing and it was supposed to function similar to monster and with a slow effect (if it is a player). I tested on a char with and without guild in both dont worked.

even in the trueuo code (FrenziedWhirlwind.cs) it appears the slow effect:

tested with and without a guilded char. heres the test on a pet and player, after in some mobs:

But you realized it wont work if players move 2tiles away from you? And it only affect targets at right next tile to character who used frienzed whirlwind?

the real problem, is that this ability clearly not working for players. In players it needs to work as you especified and give a slow effect (similar to splintering) but in players it doesnt even proc the effect, that's the whole point.

And how can you know if it's a good or bad move if it doesn't even is working right now?

with help of @FireFly and some testing, we figured out that this spell is not working on blue players, if it's used on a red player it works as intended but the blue players dont activate the effect and AOE damage.

I believe it works like that on production. Any area of effect spell.

IE - If a blue player in Felucca casts any AOE spell and it hits other blue players, it will not damage them otherwise the original caster would go grey. However, if they were another notoriety, like red or orange or grey, it will.

Something else to think about. If it did not work that way, anytime someone with an AOE spell on a weapon hit stuff they would have a chance to proc against other blues in the area, turning themselves grey. I believe it has worked like this since AOS came out.
